Why Launch a Professional Certification Program?

We are conducting an informal survey on why non-profit and for-profit organizations start professional certification programs? There are organizations that get into the certification business to fill a need in a specific industry where no voluntary certification exists. There are others that launch a program in an already crowded market of credentials.
